But…Don’t call victory yet. There are more than 30 new rules to comply with.
The authorities have deemed the project viable based on the environmental impact study, provided that all requirements set by the environmental authority are met. The approval for the project is granted for three years.
According to the documentation, only temporary structures or those that can be removed each day can be established. The project entails the installation of containers as well as lounge furniture like beach chairs, hammocks, tables, and umbrellas that must also be removable daily. The containers will serve various purposes, like a bar, kitchen, storage area, battery for energy-related room, and engine room.
Moreover, any modifications on land use within the project area will not be allowed or the removal of the endemic vegetation cover. The dune area is required to remain in its natural state. This means free from any fixed constructions, mobile installations, or soil sealing.
If users are to access the facilities by traversing the coastal dunes, this must be done exclusively via designated pedestrian paths and raised truss walkways. Furthermore, the installation of a maximum of four metal containers is permitted only on prior authorization from Civil Protection; failure to obtain this authorization will mean that the containers and elevated tank cannot be installed.
Excavation for the installation of cisterns, biodigesters, or wastewater treatment systems is strictly prohibited, and the use of septic tanks within the project is also forbidden.
Additionally, SEMARNAT (Secretary of State for the Environment) has clarified that the use of motor vehicles, bicycles, herds, and pets through the dune ecosystem is not allowed. The construction of perimeter walls is banned, and there should be an effort to avoid single use of plastic utensils.
Lastly, several precautionary measures will be put in place on the beach due to sea turtle nesting near the project. This includes specific lighting aimed at the coastal area and the removal of certain vegetation for the benefit of the turtles, as markingto advise where the nests are.
