To stop alleged acts of extortion or abuse of authority by elements of state and municipal police corporations, Congresswoman Lupita Saldaña proposed increasing the penalties for this crime, as well as disqualifying those found responsible for up to 10 years.
Not only are the rights of visitors violated, but also the perception of the transparency and reliability of the security institution, generating considerable damage to the image of Baja California Sur as a destination of trust and quality.
The measures establish more severe sanctions for police officers who, outside their jurisdiction or assignment, commit acts of abuse of authority.
“This measure represents a significant step towards the eradication of any practice that inhibits the growth and competitiveness of Baja California Sur as a safe and reliable destination,” she stated, after referring to testimonies from tourists who were detained without apparent cause and were requested to pay for non-existent fines or "traffic fees", which lacked legal support.
The proposal is that besides a fine, the offender will be dismissed from office, and will be disqualified for up to ten years from performing functions in any public security corporation when the crime is committed by an active member of a municipal or state public security corporation outside the scope of its territorial jurisdiction or affiliation.
