You can report it to the Feds. Blocking access to beaches in Mexico is illegal. There are no private beaches in the country, says the Constitution. Even hotels must allow people to cross their property if there is no other access. Yes, we know, this is not happening. Hotels and some beachfront land owners keep blocking access, taking advantage of the lack of government inspectors. If you are a beachfront landowner, you can fence your property or build a perimeter wall, but the land around you and traditional beach entrances can not be closed off.
